The HTA Development Platform is an initiative of the Global Health Unit of the University Medical Center Groningen, the Netherlands, in collaboration with the Global Health Hub Groningen We operate independently of any government, or private entity.
The platform is staffed with task-driven people with a common interest and combines senior former policymakers with dedicated consultants, project managers capable of organizing complex international meetings or exchange programs, and people capable of guiding partnered countries through their tailor-made programs. The institution will follow a ‘lean concept’ and holds minimal personnel while using dedicated experts from developed countries to cover every aspect of modern decision-making.
To advocate the NGO’s idealistic goal, we aim to set up a board of advisors, that will include 2 members from each partnered country; 1 high-level representative from the HTA agency and 1 representative from the Ministry of Health.

“Decision makers worldwide are confronted with scarce resources to invest in healthcare. This is especially true in low- and middle-income countries, where healthcare decision makers are faced with demographic and epidemiological transitions, rising health expenditure and severe budget constraints. Prioritising on health related investments both inside and outside healthcare demands smarter decisions supported by value assessments in the local context. Together with the HTA Development platform I hope to contribute to these smarter decisions working.”
