Our Mission

Our Mission

Our Platforms’s mission is to stimulate the continued development of HTA systems in countries with developing HTA systems. We believe in a collaborative effort between Ministries of Health and HTA departments of similar developed levels, and exchange of knowledge with experts while respecting country-specific differences. Through our multi-year development program, partnered countries can significantly enhance decision-making procedures in their countries by either creating, restructuring, and/or upgrading HTA departments.

The HTA development platform has been created to stimulate, accelerate, and monitor modern decision-making processes in countries with developing HTA systems. The Platform is a support system for these partnered countries, as they aim to bridge the gap with countries that have developed HTA systems in their own way.

Our multi-year program

Our multi-year program

Our multi-year program is built on three pillars:

  1. Developing and monitoring an efficient HTA system
    A developed HTA system can assist local decision-makers and policymakers when investing in healthcare innovations for the population. It is crucial to develop these systems and monitor their development.
  2. Mastering necessary skills
    Tailor-made learning programs for decision-makers or assessors of HTA departments. These online and offline programs will focus on continuously improving knowledge, to encompass all aspects of HTA, such as comprehensive reviews of medicines and/or medical devices, developing clinical guidelines, and health economics.
  3. Knowledge exchange
    To stimulate sharing best-practices among representatives from partnered countries, online and offline meetings will be organized, that will cover various topics necessary for the (continuous) development of HTA systems.

The organisation

The HTA Development Platform is an initiative of the Global Health Unit of the University Medical Center Groningen in collaboration with the Global Health Hub Groningen. We are a non-governmental organisation (NGO) in the Netherlands, that operates independently of any government, or private entity.

The institution is staffed with task-driven people with a common interest and combines senior former policymakers with dedicated consultants, project managers capable of organizing complex international meetings or exchange programs, and people capable of guiding partnered countries through their tailor-made programs. The institution will follow a ‘lean concept’ and holds minimal personnel while using dedicated experts from developed countries to cover every aspect of modern decision-making.

To advocate the NGO’s idealistic goal, we aim to set up a board of advisors, that will include 2 members from each partnered country; 1 high-level representative from the HTA agency and 1 representative from the Ministry of Health.
